tentatively called oracle bug in windows system to install it:
install for the client, execute commands in cmd:
the actual path /setup.exe -ignorePrereq -J "-Doracle.install.client.validate.clientSupportedOSCheck = false" 
for server installation, execute the command in cmd:
the actual path /setup.exe -ignorePrereq -J "-Doracle.install.db.validate.supportedOSCheck = false"
