Article XII of  the State to protect citizens, legal persons and other organizations according to law the right to use the Internet to promote universal access to the network, improve network service levels, and provide safe, convenient network services, network information according to the law to protect the orderly flow freely.

Article VIII engaged in non-commercial Internet information services, should be filing procedures to the provinces, autonomous regions, municipalities directly under the government or the State Council department in charge of the information industry . 　　(vi) spreading rumors , disturbs social order or undermines social stability;
　　(7) spreading obscenity, pornography, gambling, violence, murder, terrorism or abetting a crime;
　　(viii) insult or slander others, infringes upon the lawful rights and interests;
　　(ix) contains legal, administrative regulations prohibit the other content.
