The beginning of the problem is the system undermines the "sfc / scannow", which is a command of the Windows System File Checker program that allows Windows users to scan and repair damaged files. But after July 2019 Patch Tuesday, this program starts Windows Defender incorrectly some internal modules marked as corrupted, resulting in an error message, the administrator of Windows Defender mistakenly think they have a problem.

Microsoft announced in August Repair System File Checker errors, but in fact the patch was delayed until earlier this week after the patch, users found Windows Defender now can not work properly.

This problem not only affects Windows Defender on 10 Windows, but also all other affected versions on Windows, even Windows Defender formerly Security Essentials on older versions of Windows have experienced the same problem.

However, only manual and scheduled scan affected, and real-time scanning to protect Windows Defender is not affected.
