Windows Defender checks files and applications to be set by the administrator

Windows key + R to  open and run, enter regedit and press OK.

Find HKEY_LOCAL_MACHINE \ SOFTWARE \ Policies \ Microsoft \ Windows \ System and right-click to delete "EnableSmartScreen"

Then find HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows \ CurrentVersion \ Explorer Right click "SmartScreenEnabled's" → Modify and change  the  value from "degree off" or "Block" to "RequireAdmin" .

Tested personally, and has solved my own problem: the problem that the check and application file cannot be set
