Enter rebase.exe -b 0x50000000 msys-2.0.dll reboot solved. Baidu said the issue is because Cygwin use persistence in sharing the memory segment , and sometimes may be damaged.
It may be just the restart to solve, if encountered may wish to restart the machine under, probably just fine
