Most computers has two operating modes: user mode and kernel mode. Kernel mode: the operating system has full access to all of the hardware, the machine can run any command can be executed.

In the user mode, only a subset of machine instructions.

User interface program: Allows users to run other programs, such as: music players, etc.

The operating system is on the hardware, operating environment provide the basis for all other software.

Running in kernel mode must be part of the operating system, but some programs running outside the kernel is also controversial is considered to be part of the operating system, or at least closely related to the operating system.
