Error 1:

.NET Oracle connection, an error OCIEnvCreate failed, the return code is -1, but the error message text is not available

Two reasons:

1, the authority, the Oracle directory permissions set to authenticated users have permission to read

2, install, reinstall Oracle Client

Error 2:

System.Data.OracleClient requires Oracle client software version 8.1.7 or later
