Document format

Documents, also known as official papers, all types of national institutions at all levels, social organizations, enterprises and institutions in dealing with public affairs, for the expression of the will, release orders, deliver and support the most important tool for the exchange of vital information, is a kind of specific instruments effectiveness and canonical format. It is the burden of the principles and policies of the Party and the state to convey observation, consult to answer questions and guide the work to negotiate, communicate situation report summarizes the important functions of the exchange of experiences.

Document Elements

Copies documents generally by the number, security classification and confidentiality period, the degree of urgency, authorities issued a document mark, issued a document number, the issuer, the title, the main delivery agencies, text, appendix, authorities issued a document signed, written date, stamps, notes, attachments, cc agencies, authorities and the issuance of the issuance date, page number and so on.

Part number

Printed copies of the document sequence number. No confidential document should be marked parts. No parts of the top grid arrangement in the first version of the top left heart line, typically with six digits.

Dense and confidentiality period

  • Classified documents should be separately marked "top secret", "confidential", "secret" and classified according to the degree of confidentiality period.

emergency level

  • Emergency documents should be separately marked: " Urgent ," " expedited "

Authorities issued a document mark

由发文机关全称或者规范化简称加“文件”二字组成,也可以使用发文机关全称或者规范化简称。联合行文时,发文机关标志可以并用联合发文机关名称,也可以单独用主办机关名称。

发文字号

  • 由发文机关代字、年份、发文顺序号组成。
  • 联合行文时,使用主办机关的发文字号。
  • 发文字号编排的在发文机关标识下空两行,居中排布。

签发人

  • 上行文应当标注签发的领导人姓名
  • 签发人平行排列于发文字号右侧
  • 发文字号居左空一字,签发人姓名居右空一字
  • 如有多个签发人,每行两个名字,发文字号与最后一个名字对齐

签发人签发公文,应当签署意见、姓名和完整日期。
圈阅或者签名的,视为同意。

标题

由发文机关名称、事由和文种组成。

  • 可以省略发文机关和事由,文种一定不能省略。
  • 标题位于红色分割线下空两行
  • 公文标题一般用2号小标宋体

主送机关

公文的主要受理机关,即对公文负主办或者答复责任的机关。

  • 应当使用机关全称、规范化简称或者同类型机关统称。
  • 编排在变体下空一行,左侧顶格,回行时仍顶格
  • 最后一个主送机关名称后标全角冒号。

正文

一般由三部分组成:缘由+事项+结尾

  • 编排在主送机关下一行
  • 每自然段首左空二字,回行顶格
  • 数字、年份不回行
  • 引用文件:《文件名》+(发文字号)

附件说明

公文附件的顺序号和名称。公文如有附件,编排在正文下空一行,左空二字用3号仿宋字体标识“附件”,后标全角冒号和名称。

  • 序号使用阿拉伯数字,只有一个不标
  • 无需标注书名号
  • 附件名称后不加标点符号
  • 附件说明出的标题应与附件本身标题一致

发文机关署名

署发文机关全称或者规范化简称。

成文日期

署会议通过或者发文机关负责人签发的日期。联合行文时,署最后签发机关负责人签发的日期。

  • 成文日期使用阿拉伯数字
  • 编排在正文之下,空两行右空四字
  • 联合行文指同级机关、部门或者单位联合发文的形式

印章

公文中有发文机关署名的,应当加盖发文机关印章,并与署名机关相符。

  • 有特定发文机关标志的普发性公文和电报可以不加盖印章。
  • 联合上报的公文,可以由主办机关加盖印章
  • 联合下发的公文,发文机关都应加盖印章
  • 印章之间互不相交或相切
  • 最后一个印章居中下压成文日期
  • 发文机关署名和成文日期居印章中心偏下
  • 排版后空白处不够时,可以调整行距和字距

附注

公文印发传达范围等需要说明的事项。如公文的发放范围、政府信息公开方式、联系人和联系电话等。

  • 3号仿宋字体,居左空二字加圆括号编排在成文时间下一行
  • “请示”应在附注处注明联系人和电话

附件

公文正文的说明、补充或者参考资料。

  • 附件应与正文一起装订
  • 在附件左上角第一行顶格标识“附件”
  • 有序号时标识序号
  • 附件应该在正文之后,成文日期之前

抄送机关

除主送机关外需要执行或者知晓公文内容的其他机关,应当使用机关全称、规范化简称或者同类型机关统称。

  • 与级别无关

印发机关和印发日期

公文的送印机关和送印日期。

  • 一般用4号仿宋字体
  • 编排在公文末页最后一行
  • 印发机关左空一字,印发日期右空一字
  • 日期使用阿拉伯数字标全+印发

页码

公文页数顺序号。

  • 编排在版心下边缘之下
  • 单页码居右空一字,双页码左空一字

口诀

密级紧急左上角,印章署名要齐全
成文日期用数字,公文页码不可少
