After installing sharepoint foundation2013, directly through the url access management center, would go into the new application management, then find a new button is grayed out, even if you are using a system administrator account and the account is installed sharepoint is useless
To solve this problem, just open the Start program, find sharepint Management Center as an administrator Right-click Open, OK New button available.
