Scala 2.13 released

Scala 2.13 release, this version have been improved in the following areas:

• Collections: The standard library collection has been overhauled, simplified, and improved performance and security. This is the published version of the core content.
• Library Standard: Future faster, more powerful, also added some useful classes and methods.
• Language: text type, partial unification with the by-name implicits and so on.
• Compiler: fast  5-10%, deterministic output, improved optimizer.
