Nebular 4.0.0 release, Angular 8 UI library

Nebular 4.0.0 was released. Nebular is a Angular 8 UI library, which is based on Eva Design System Specification, has four major visual theme, 35 + Angular UI components, and a variety of authentication and security policies.

This version is a previous version of the major improvements and rework, making the high quality of the project, and more feature-rich. Update highlights include:

• Use Eva Design System Updates Appearance
• The new convenient and flexible theme system
• Custom CSS properties support topic
• Unified @Input and @Output component interface
• The new dark theme
