In cmd, the only access to the directory to install before they can execute instructions. If you want any position in the global, you can execute instructions, you can configure the environment variables.
My Computer - right into the properties - select Advanced System Settings - select Environment Variables - Variables Select PATH in the system, and then install python path configuration inside.
