1.win + r enter cmd
2.pip install cx_Oracle

3. Download instantclient-basic 64 bit decompressed after downloading into the installation of python: E: \ python \ python \ instantclient_11_2
4. Set the environment variable path: E: \ python \ python \ instantclient_11_2; Note: You must add back; separated (win10 do not ";")
