When the Gradle plug-in is published, publishing has been configured, but the Gradle Tasks list lacks the publishing option.

solution:

File >Settings > Experimental > Check Configure all Gradle tasks during Gradle Sync (this can make Gradle Sync slower) under Gradle

for a perfect solution

Gradle plugin can be released!
