Press and hold T to create a new number 07 in PS, and select the example font shown below

1. Click fx

2. Click stroke

Create a new layer with

the M key (Shift + M to switch to ellipse), select the elliptical marquee tool, and fill it with color.

Click on the layer, hold down the Alt key on the next layer in the middle of the two layers, and the mouse will become as shown below.

Then click, you will get the result as shown below:
