method one:

(1) Create a new file: 800*600, resolution 72, white background, color mode RGB.

(2) After opening the picture, we find the Elliptical Selection Tool in the toolbox and use the Elliptical Selection Tool to draw an oval-shaped selection on our picture.

(3) After drawing an oval selection on the picture, we find the selection option in the menu, click on this option to find the modification option in its sub-menu

 

(4) After setting up, we press the Ctrl+shift+I keys on the keyboard to invert the selection, and then press the delete key to delete it.

          Next, we click on the foreground color option to set the foreground color to pink, and create a new layer in the layer. Press the alt+delete key to fill the color. You can see the feathering effect of the image as shown in the figure:

Method Two:
