Currently, many 19C databases are still created with the NONCDB architecture, but the use of the CDB architecture in the future is unavoidable. Starting from the 21C version, Oracle will no longer officially support the NONCDB architecture.

Close the NONCDB database gracefully and open it in read-only mode:
