This is not a problem with telnet. In fact, you should directly enter telnet www.hit.edu.cn 80 in cmd to display Connecting.
But you can actually connect after entering telnet. The steps are:

① Press o to enter, and then enter the website port, as shown in the figure below:

 ② Press enter to enter the input box;
③ Press ctrl + ] to exit, the result is:
Welcome to Microsoft Telnet Client
Escape character is "CTRL + ]"
Microsoft Telnet>
④ Then press enter to enter the input box, enter
