In the world of technology, an important news has attracted widespread attention:
In the early morning of August 31, the first batch of large-scale model products was finally officially approved. This news not only rejoices the giants in the industry, but also inspires start-up companies and scientific research institutions. These approved business establishments include five Beijing companies and three Shanghai companies:
Five Beijing-based companies and organizations : Baidu ( Wenxinyiyan ), Douyin ( Skylark large model ), Zhipu AI ( GLM large model ), Chinese Academy of Sciences ( Zidong Taichu large model ), Baichuan Intelligent ( Baichuan large model ).
Three Shanghai enterprises and institutions : SenseTime ( big model of daily innovation ), MiniMax ( big model of ABAB ), and Shanghai Artificial Intelligence Laboratory ( general big model of scholars ).
1. Approval and application of large model products
For the large-scale model products of these enterprises and institutions, after being approved, they can be directly used after downloading from the website and app store. Take "Wen Xin Yi Yan" under Baidu as an example. Its APP is already available for public use, but before that, users had to queue up to receive the qualification for internal testing. This change will undoubtedly greatly improve the convenience of users, and it also indicates that large-scale model products will soon enter a wider range of application scenarios.
HKUST Xunfei also stated on the interactive platform that according to the requirements of the "Interim Measures for the Management of Generative Artificial Intelligence Services" jointly issued by the seven ministries and commissions of the country, Xunfei has successfully completed the first batch of filings. The list of the first batch of companies that have passed the filing is expected to be notified by the relevant local management departments within one week. The performance indicators of Xunfei Xinghuo APP and client are industry-leading, and everyone is welcome to actively download and use it.
2. The development of large-scale models driven by policies
Since the explosion of large models this year, relevant policies have been implemented at the regulatory level. Generative AI products involve user data security. In addition to algorithm filing, they also need to report to relevant departments for security assessment before they are officially launched.
On April 11 , the "Generative Artificial Intelligence Service Management Measures (Draft for Comment)" issued by the Internet Information Office of the People's Republic of China proposed that before using generative artificial intelligence products to provide services to the public, they should follow the "public opinion attribute or social mobilization ability". According to the "Internet Information Service Security Assessment Regulations", apply for security assessment to the national network information department, and perform algorithm filing, modification, and cancellation filing procedures in accordance with the "Internet Information Service Algorithm Recommendation Management Regulations". At the same time, the content generated by generative artificial intelligence should be true and accurate, and measures should be taken to prevent the generation of false information.
On June 20 , the Internet Information Office of the People's Republic of China issued an announcement on the filing information of deep synthesis service algorithms, publicly releasing the domestic deep synthesis service algorithm filing information. According to the list attached to the announcement, a total of 41 in-depth synthesis service algorithms have been included in the list, covering many popular applications such as Meituan, Kuaishou, Taobao, Damai, Kugou Music, and Baidu Wenxin Yige.
3. Clear policy access for domestic large-scale enterprises
From filing to approval to go online, domestic large-scale model enterprises finally have clear policy access. The "record system" rather than the "review system" is also seen as cultivating a good soil and environment for the sustainable development of technology and industry, and encouraging artificial intelligence innovation depends on development. This not only means that the products of these enterprises will be more legalized, but also provides a more stable environment for the development of the industry. In the future, we have reason to expect that these large-scale model products will play a greater role in more fields and promote the development of China's AI technology into a new stage.
