Download the corresponding Oracle Instant Client according to your operating system. For example: my Windows 64-bit operating system, just download Instant Client for Microsoft Windows (x64).
Navicat modify Instant Client file
Replace the one that comes with Navicat with the downloaded one
D:\Navicat Premium 16\instantclient_21_10\oci.dll
Save after replacement, restart Navicat to connect to Oracle.
