Unzip the downloaded PowerDesigner165_pj file .rar, find the pdflm16.dllpj file, and copy pdflm16.dll to the powerdesigner installation directory to overwrite it to register.
For example: my local power designer is installed in the following directory:
D:\xxxxxx\PowerDesigner16
Copy to the pdflm16.dll file provided in the pj tool and copy it to the installation directory (you will be prompted to duplicate the file at this time, because there is also this file in the installation directory, just overwrite it)
