Starting from the country's requirements for digital government construction, based on the development needs of the times, and combined with local construction practices, this report summarizes typical business scenarios of digital government into: economic regulation, market supervision, social management, public services, and environmental protection 1, six categories of government affairs operation, 22 categories of second-level business scenarios, and 89 categories of third-level subdivision scenarios, and draw a panoramic view of digital government business scenarios (2023). From the perspective of scene supply and demand, since the "14th Five-Year Plan", my country has built 28,000 digital government business scene construction projects, and more than 240,000 digital government construction companies. From the perspective of scenario development stage, starting from the two dimensions of scenario market demand potential and project acquisition opportunities, the market supply and demand pattern of 89 types of digital government three-level subdivision scenarios and 3 types of comprehensive scenarios is further divided into embryonic stage, development stage and mature stage There are three stages of development, of which the budding stage accounts for about 20%, the developing stage accounts for about 51%, and the mature stage accounts for about 29%. Facing prominent problems such as "more built, less used", "more hardware, less software", "more data, less value" and other prominent problems in the construction of digital government, this research report puts forward five suggestions: First, strengthen the scene coordination mechanism Construction, the second is to promote the intensive sharing of scene construction, the third is to promote the collaborative innovation of scene ecology, the fourth is to consolidate the foundation of scene construction, and the fifth is to strengthen the safe and stable operation of scenes.
