The national standard code of GB28181

GB/T28181-2011 "Technical Requirements for Information Transmission, Exchange, and Control of Security Video Surveillance Networking System" was proposed by the Science and Technology Information Bureau of the Ministry of Public Security, and jointly organized by the National Security and Alarm System Standardization Technical Committee, the Ministry of Public Security and other units. A national standard drafted.
The standard stipulates the interconnection structure and communication protocol structure of information transmission, exchange and control in the urban monitoring and alarm network system, the basic requirements and security requirements for transmission, exchange and control, as well as the technical requirements for control, transmission process and protocol interface. This standard applies to the scheme design, system testing, acceptance and related equipment development and production of the security monitoring and alarm networking system. Other information systems can be used as a reference.
The networked system should uniformly encode front-end equipment, monitoring center equipment, and user terminal IDs, which are globally unique. This is the national standard code.
(1) Definition of national standard code
The national standard code consists of five segments: center code (8 digits), industry code (2 digits), type code (3 digits), network identification (1 digit) and serial number (6 digits), a total of 20 decimal digits composition. That is:
system code = center code + industry code + type code + network identification + serial number
(2) center code
center code refers to the code of the monitoring center to which the user or equipment belongs, and is determined according to the administrative division code where the monitoring center is located. The spare bit of the unit time is 0. The administrative division code shall be indicated by the administrative division code stipulated in GB/T2260-2007. It consists of 8 digits, that is, the first 8 digits in the 20-digit code. As shown in the figure below:

For example, if it belongs to Fengkai County, Zhaoqing City, Guangdong Province, but does not belong to a grassroots unit, the center code is 44122500.
If it belongs to a police station in Fengkai County, it belongs to a grassroots unit, and the 7th and 8th digits of the center code cannot If it is 00, it must be coded with a specific number, such as 441225 11
(3) Industry code
The industry code refers to the industry to which the user or device belongs. It consists of 2 digits, that is, the 9th and 10th digits in the 20-digit code. There are specific definitions in the national standard document. As shown below:

For example, the industry it belongs to is access to public security on traffic roads, and the code is 44122500 04 1321000123
(4) The type
code specifies the specific type of device or user. system and end users of non-public security systems. It consists of 3 digits, that is, the 11th, 12th, and 13th digits in the 20-digit national standard code. As shown below:

For example:
network camera (IPC), the 11th-13th digit is 132, such as 4412250004 132 1000123
virtual organization directory, the 11th--13th digit is 216, such as 4412250004 216 1000123
Central signaling control server, 11th-- 13 digits are 200, such as 4412250004 200 1000123
(5) Network ID
The network ID refers to which network it belongs to. It consists of 1 digit, which is the 14th digit in the 20-digit national standard code. As shown in the figure below:

For example, if it belongs to the social resource access network, the 14th digit is 8, that is, 4412250004132 8 000123
(6) Serial
number The serial number refers to the serial number of the device or user. It consists of 6 digits, that is, 15-20 digits in the 20-digit national standard code.
For example 44122500041328 000123
