1. Judgment criteria

Industrial and trade enterprises under any of the following circumstances shall be judged as major accident hazards:

(1) Failing to coordinate and manage the production safety work of contractors and lessees in a unified manner, or fail to conduct regular safety inspections;

(2) Special operation personnel who have not received special safety operation training and obtained corresponding qualifications in accordance with the regulations, and started to work;

(3) The main person in charge and safety production management personnel of the metal smelting enterprise have not passed the assessment in accordance with the regulations.

Industrial and trade enterprises operating in limited spaces with risks of hydrogen sulfide, carbon monoxide poisoning, etc., should be judged as major accident hazards if they have one of the following circumstances:

(1) Failure to identify the limited space, establish a safety management ledger, and fail to set up obvious safety warning signs;

(2) Failing to implement the approval for operations in limited spaces, or failing to implement the requirements of "ventilate first, then inspect, and then operate", or there are no guardians on the job site.

The new version of the judgment standard highlights the major hidden dangers that are prone to mass death and injury. The metallurgical and non-ferrous industries focus on high-temperature molten metals and toxic and harmful gases; the building materials industry focuses on accident-prone warehouse cleaning operations, flammable and toxic gases; The light industry focuses on high-risk equipment, facilities and operations in food manufacturing, liquor production, papermaking and other industries; the textile industry focuses on the establishment of personnel places near high-risk equipment and facilities, and the mixed storage of taboo materials; the tobacco industry focuses on Major risk links such as fumigation workplaces, tobacco production, poisoning and suffocation.
