After updating Windows 10 (version 1709) and pushing the latest patch today, when I open Visual Studio 2017 and run the Web project, "The specified parameter exceeds the range of valid values Parameter name: site ", as shown below:

Open " Control Panel " -> " Programs and Features " -> find the " IIS 10.0 Express " program, select it and click the " Repair " button, as shown in the figure below:
After the system completes the repair process, reopen Visual Studio 2017 and run the web project and it has returned to normal.
