Solution
First open Windows Explorer to find this toolbar, right-click, and check the Lock Toolbar option.
Then press Windows+R, enter regedit, press Enter, open the Registry Editor, enter Computer\HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced
