Supplement Regulation 2019/2144 of the European Parliament and of the Council, specifying detailed testing procedures and technical requirements for the type approval of intelligent speed assistance systems for motor vehicles and the type approval of these systems as independent technical units, and amending the annex to the Regulation two

(1) Article 6 of Regulation (EU) No. 2019/2144 requires motor vehicles of categories M and N to be equipped with certain advanced vehicle assistance systems, including Intelligent Speed ​​Assist (ISA). Annex II to Regulation (EU) 2019/2144 sets out the basic requirements for the type of approval of motor vehicles with respect to the ISA system.

(2) Specific test procedures and technical requirements for motor vehicle type approval of ISA systems, and detailed rules for type approval of these systems as separate technical units are necessary.

(3) According to point (3) of Article 3 of Regulation (EU) No 2019/2144, the ISA system is a system that helps the driver maintain a speed appropriate to the road environment by providing dedicated and appropriate feedback. Currently, there are several technical options for feedback methods that can serve as the basis for an ISA system. However, not all of these options are available for every motor vehicle due to its technical characteristics. Therefore, it is necessary to specify feedback methods, which, although they function differently, are relatively safe and effective. It is appropriate to specify several feedback methods and allow manufacturers to choose any one of them as the basis for their ISA system.

(4) The ISA system can rely on various input methods such as visual perception (Camera), map data, and machine learning, however, the actual existence of clear digital speed limit signs in the real world should always take precedence over any other in-vehicle
