I tried some methods on the Internet and it still didn’t work. In the end, it was found that the JDK version was too high. After changing the version to 1.8, the resource library can be created .
Install a 1.8 version of JDK, and then set the environment variables. If you don't want to modify the environment variables, you can set the variables in the set-pentaho-env.bat script.
