According to the development needs of Changping District's digital economy and the requirements of the "14th Five-Year Plan" for smart city construction, as well as the goal of improving digital government governance, the government affairs cloud of Changping District will be constructed and managed in accordance with the principles of "overall planning, moderate advancement, hierarchical management, and resource sharing". In the next three years, we will continue to optimize and upgrade on the basis of existing services, build a safe, independent and controllable government cloud platform in Changping District that is "digital + localized + intelligent", continuously optimize service capabilities, improve service levels, and introduce the most advanced Advanced database, cloud native, AI and other technologies provide a solid digital base for Changping District to build a benchmark city for the global digital economy and meet the growing demand for government cloud services.

Five service content

The Changping District Government Affairs Cloud service project from 2022 to 2025 will be optimized, upgraded and expanded based on the first phase of the Government Affairs Cloud Project, and will continue to guarantee the district-level big data platform, Xueliang Project, Smart and Safe Community, Population Health Platform, Education Cloud Platform, Huitian City On the basis of the safe and stable operation of the existing 186 sets of business systems such as the brain, it further provides one-stop cloud services such as computing, storage, network, application enablement, security assurance, and operation and maintenance for the construction of the government application system in the region. To meet the continuous cloud-based needs of the government affairs business in the region in the next three years, complete the localization transformation and application adaptation of the government affairs cloud platform step by step and on demand, and ensure the continuity of the region's government affairs cloud business. Specifically, it includes the following two parts:

1. Continuation of existing IAAS services. To provide reliable, stable, and secure cloud platform services for cloud-based applications, the production environment of application platform systems that are mainly related to people's livelihood must require 24-hour uninterrupted and uninterrupted business. The cloud resource requirements of the existing business system of the government affairs cloud in our district are 19,040 vCPUs, 54,108GB of memory, 3,917,790GB of common storage, 212,400GB of high-performance storage, and 53,972TB of static storage.

2. Optimization and upgrading of existing services. Based on the optimization and upgrading of the existing architecture, build a safe, independent and controllable government cloud platform in Changping District that is "digital + localization + intelligence", continuously optimize service capabilities, improve service levels, and introduce the most advanced database, cloud native, AI and other technologies to meet the continuous demand for cloud-based government affairs in the region in the next three years.

The public security sub-bureau is promoting projects such as the smart safe community, the second phase of the Xueliang project, and the life science park police station. Demand for cloud services grows organically at about 10% per year. Some government departments in our district are selected as cloud desktop pilot units to gradually realize the unified planning of government office IT resources, realize flexible and rapid expansion, and maximize efficiency.

1. Infrastructure as a Service (IaaS) service 

Including computing resources, storage resources, network resources, hardware hosting and other services.

  • Computing resource services: including virtual machine services, GPU servers, physical machine services, desktop cloud and image services, etc.

2. Platform as a Service (PaaS) service

The big data basic platform processing suite needs to support customers' big data processing scenarios ranging from GB to TB and PB, including the following scenarios: data warehouse construction, real-time streaming data processing, offline data processing, data analysis and exploration and mining.

3. Cloud disaster recovery service
