The solution to the conflict between ctrl+alt+direction keys and win's rotating screen is to disable rotation, because the rotation of the screen orientation is useless;
Right-click on the desktop + Graphics Options + Shortcuts + Disable... That's it.
The conflict found now is the return function in intellij ide.
