Just using apt-get and apt-fast to install software will report an error and the installation will fail!
I wrote a tomcat boot-up self-starting script, and the execution is no problem, but when installing mysql, there are a lot of:

It also caused the automatic configuration prompt after mysql installation to fail. According to the LSB tags specification, the script was rewritten as follows (debian8 environment):

In fact, the solution is to add below #!/bin/bash:

Of course, you can also do it once and for all:
apt-get remove insserv
The startup script file is placed in the /etc/init.d/ folder, and the file name is the name of the service that reports the error. I reported tomcat8, which was installed according to someone else's tutorial. It seems that even if I follow the tutorial, it may not be wrong.
(PS: I still recommend not to take the so-called once-and-for-all method, or it is safer to change the above files. Anyway, I succeeded according to the above, and the once-and-for-all method was unsuccessful, but there were other problems.)
