Data Directory Considerations for Migrating MySQL on Windows

When migrating the MySQL data directory on Windows, on ordinary Windows, such as Win10, it is better to migrate, stop the service, copy the data directory, change the configuration file, and then start the service.
But on the server version of Windows, if you do this, you always get an error when you start the service in the last step. I found out later that I just reinstalled the service.
