This dependency package cannot be downloaded.
Then just download a local package to specify it.

The path to download the offline package is http://services.gradle.org/distributions/

The latest version is this version gradle-4.1-all.zip
after decompression and throwing the D drive. becomes this path D:\gradle-3.3-all\gradle-3.3

my ANDROID STUDIO is the latest version.
D:\android-studio-ide-171.4243858-windows\android-studio\bin\studio64.exe As shown in

the figure: Specify as the dependency package path to D:\gradle-3.3-all\gradle-3.3.
