The key is to comment out the two lines of configuration in httpd.conf
LoadModule vhost_alias_module modules/mod_vhost_alias.so
Include conf/extra/httpd-vhosts.conf
Otherwise, Apache will resolve all local domain name requests to the first VirtualHost configuration.
