The reason is that the content of "Machine Learning Service" was checked during installation, and it was stuck on the Python installation step of the shared function. In this step, the installer needs to download an installation package of about 800M. Due to the influence of the network environment, The download speed in China is relatively slow. I probably spent nearly 5 hours on this step before installing it. You can try installing offline or keep waiting.

If you continue to wait, you can also check the download progress in the installation log. The log is in a folder named after C:\Program Files\Microsoft SQL Server\140\Setup Bootstrap\Log, and find the Detail.txt file. Check which file you are stuck on and find the corresponding log file to check the download progress.
Finally, uninstalled the 2017 that was halfway installed, reinstalled, unchecked the machine learning service, successfully installed, and it was very fast. (Note: Uninstallation is divided into two parts: 1. Ordinary installation file 2. Registry)
