Check the installation location of Pure-FTPd on your server, which is generally /usr/local/pureftpd.
Setting NoAnonymous to yes in pure-ftpd.conf means that anonymous users are not allowed to connect.
Restart ftp after modifying the settings:
[root@iZ25gef96i2Z pureftpd]# service pureftpd restart
