I carefully checked many methods and found that the last problem is the pip version, because when pytorch is installed, the virtual environment will install pip for you by default. The pip version is the latest 20.3 version, but the pip version is too new to install many other libraries There will be problems, such as my problem above, so if you encounter this problem, you can reduce the pip version below, and the above problem will not occur if it is reduced to 20.2:
python -m pip install pip==20.2.3 -i http://pypi.douban.com/simple --trusted-host pypi.douban.com
