Recently I upgraded AndroidStudio to 4.0, and I was incapable of upgrading the platform-tool version to 30.0.2. Then I found various problems with the ADB connection, the connection time was Unable to create an interface plug-in (e00002be)
abnormal, and the version backtracked to 28.0.3. (29 version should be fine, Too lazy to try).
Root of the problem
ADB program bugs, different versions and platform bugs are not the same. . . . . . .
Countermeasure
Back to the easy-to-use version, the version I use 28.0.3 is better. . . . .
To solve the root cause, wait for Google Dad to update

Google does not directly give the download link of the historical version, the way is to change the version number and platform code according to the latest download link information.
