Hainan: Full coverage of 5G scenarios across the island will be basically achieved by April 2021

On October 16, the Provincial Communications Administration held a press conference for the 2019 Hainan Internet Development Report. It was mentioned at the press conference that in the first three quarters of 2020, Hainan Telecom, Hainan Mobile, Hainan Unicom, and Hainan Tower had completed a total of four companies. Investment in fixed assets was 2.69 billion yuan, a year-on-year increase of 14.4%.

As an important part of the construction of new infrastructure, in the first three quarters, the province completed 5G direct investment of 980 million yuan, accounting for 36.4%, and the province’s 5G network construction progressed steadily and orderly.

In 2019, a total of 1,207 5G base stations were opened in the province, realizing full coverage of 5G networks in all cities and counties (including Sansha City and Yangpu Economic Development Zone), and taking the lead in realizing 5G connectivity in counties and counties in the country. At the same time, our province also encourages basic telecommunications companies and customers in various industries to carry out 5G application pilot projects. At present, pilot projects have been carried out in the medical, party, government and military, industrial energy, finance, cultural and tourism industries, and good application effects and social effect.

This year, in accordance with the basic idea of ​​moderately advanced construction, Hainan Province will deepen and steadily advance the 5G network construction to ensure that the Ministry of Industry and Information Technology requires the completion of the “basic 5G network coverage in the main urban areas of Haikou, Sanya, and Danzhou in the province”, as well as the provincial party committee and the provincial government. The two major 5G construction goals of "basically achieving full coverage of the island's 5G scenes before April next year" have been put forward , and the integration of 5G and industries will be actively explored, and 5G application demonstration benchmarks will be built around key areas such as transportation, education, and medical care.

In terms of network planning and construction, Hainan Province will aim to build a regional communications hub and promote the construction of international submarine cables by telecommunications companies. At present, Hainan Mobile has begun to establish a project to build an international submarine cable from Hainan to Hong Kong. It is expected to be completed and opened for international business next year. Hainan Telecom also plans to build an international submarine cable from Hainan to Southeast Asian countries.

In addition, Hainan Province will strive to improve the level of the international Internet and accelerate the construction of 9 information industry parks in the province’s dedicated Internet data channels and communication business entrance and exit bureaus. The project has been approved by the Ministry of Industry and Information Technology and is currently under active construction; in the industrial Internet security situation awareness platform While the construction of the project is progressing steadily, various telecommunications companies will promote the construction of industrial Internet identification analysis nodes and the transformation of industrial enterprises’ 5G intranet. In the first half of this year, Hainan Telecom has docked with five industrial enterprises, signed framework agreements or provided informatization construction plans. Hainan Mobile has achieved docking with 13 companies, covering more than 20 scenarios.

In terms of telecommunications market supervision, Hainan Province will actively promote the opening of value-added telecommunications services, and strive to explore the orderly opening of basic telecommunications services; deepen the implementation of the reform of "decentralization, management and service", and do a good job in notifying commitments and optimizing approval reforms related to business license matters. Implementing the "separation of licenses and licenses" for business licensing matters; implementing network "speeding up and reducing fees", reducing the broadband and dedicated line tariffs of manufacturing enterprises by 15%, and continuing to give 50% discounts to the province's filed poor households and three types of disabled persons. Hong Kong and Macau Traffic roaming tariffs will be reduced by another 10%; the industry will be intensified to build the rule of law, and efforts will be made to solve the problems of information infrastructure site acquisition, compensation, and insufficient resource sharing, and continue to optimize the industry development environment.

Overall situation

From January to September this year, the province's total telecommunications business (at constant prices in 2015) completed 82.71 billion yuan, a year-on-year increase of 30.6%; telecommunications business revenues totaled 8.09 billion yuan, a year-on-year increase of 4.5%.

Development of telecommunications users

As of the end of September this year, the total number of mobile phone users in the province was 11.419 million, of which the total number of 4G users was 9.286 million, accounting for 81.3% of mobile phone users; the total number of 5G package users was 1.245 million.

The total number of fixed Internet broadband access users in the province is 3.449 million, of which the total number of fiber access users is 3.262 million, accounting for 94.6% of the total number of broadband users; the total number of broadband users with access speeds of 100M and above is 2.934 million. It accounts for 85.1% of the total number of broadband users.

Telecom service usage

From January to September this year, the province’s cumulative fixed Internet traffic was 5.3 billion GB, an increase of 37.8% year-on-year; the cumulative mobile Internet traffic was 990 million GB, a year-on-year increase of 37.0%. The time of outgoing calls on mobile phones in the province was 26.26 billion minutes, a year-on-year decrease of 10.1%; the calling time of fixed telephones was 340 million minutes, a year-on-year decrease of 27.5%.

Network infrastructure investment and construction

The total number of mobile phone base stations in the province is 83,000. 4G base stations increased by 1,453 from the end of the previous year, bringing the total to 50,000, accounting for 60.2% of mobile communication base stations. The total number of 5G base stations is 5929, an increase of 4795 from the end of the previous year.
