The labor cost of the designer is an important part of the cost of the design project, and occupies a large proportion of the project cost. Accurate measurement of labor costs can provide a strong basis for project quotation, can more reasonably allocate production capacity, and arrange project duration. Promoting working hours management and accumulating working hours quota is an effective means to effectively evaluate the labor cost of design projects.

The fixed amount of working hours requires a period of accumulation, adjustment and optimization by the enterprise in order to be more scientific, advanced and reasonable. The working hours quota can determine the working efficiency of the employees, and the working hours settlement is based on evidence, which truly realizes remuneration according to work, stimulates employees' enthusiasm and creativity, and improves working efficiency.

The accumulation of working time quotas lies in the statistical analysis of the long-term working hours of standard procedures. Corporate design projects are similar. Estimated operation hours

After decomposing the project WBS, we designate the corresponding responsible person for each process (operation), and estimate the man-hours invested in the process as the man-hour input limit for the process. During project execution, the working hours reported by the responsible person must not exceed this limit in order to achieve the purpose of controlling the labor cost of this process.

If the enterprise has formed a standard working hour quota, the estimated limit can be set strictly according to the working hour quota; if it has not yet formed a standard quota, it can be estimated by experts according to the complexity of the project and provide data for the enterprise to accumulate the quota in the process.

We can define standard manual daily unit prices for employees at different levels of the enterprise, such as 1,000 yuan / day for A-level designers, 600 yuan / day for B-level designers, and 400 yuan / day for C-level designers. This labor unit price quota can be fixed as an enterprise system. The estimated labor cost of the project can be easily calculated through the work day estimate of the process and the designer ’s daily unit price (below).

Project control adjustment

In the process of project execution, designers are strictly required to fill in the working hours of corresponding procedures. During the approval process, the project manager can compare the actual working hours and progress completion percentage of the feedback process to monitor the progress deviation of the process. It is necessary to analyze the cause of the deviation and take corresponding measures.

If the deviation is caused by the inaccurate working time estimation, the person in charge of the process can apply to adjust the working time estimation. After the project manager approves, it is synchronized to P6. The estimated working hours and the reasons for the adjustment shall be fed back to the enterprise as a reference basis for the adjustment of the enterprise's standard working hour quota.

Based on the working hours fed back by the person in charge of the process and the daily labor unit price of the designer, we can easily calculate the current labor cost of the project (below). At the end of the project, you can analyze the labor cost input of the project, each stage, and each profession to accumulate experience for future project implementation.

Enterprise quota adjustment

After an enterprise receives a series of similar projects, the same or similar process of estimated working hours, actual working hours data information, it can comprehensively analyze and appropriately adjust the working hours, professional, and stage working quotas. Enterprise standard working hours quota can be divided into 3 categories:

①Standard  quota . It has been accumulated for many years, various types of projects have been verified, and the standards are correct. All projects are required to strictly implement the standards.

②  Try the quota . It has been accumulated and revised for many years, and in principle, each project is required to be implemented according to this standard. In case of special projects, you can apply to adjust the project limit. After verification of various types of projects, it can be converted to standard quota.

③  Reference quota . If it is not accumulated or not accumulated enough, it belongs to expert estimates and guides the implementation of various projects. After the verification and adjustment of various types of projects, if the conditions are met, it can be converted to a trial quota.
