We talked about the party in the past (often, but not always, the client) sends the first FIN active close. Both sides also possible to perform an active close, TCP protocol allows for this while closing (simultaneous close).
In FIG. 8 1--12, when the application issues a close command, from both ends becomes ES TA BLISHED FIN _ WA IT _ 1. This will cause the two sides each send a FIN, after two network FIN pass each other. After receiving the FIN, the state transition from the FIN _ WA IT _ 1 to CLOSING, and sends the final ACK. Upon receipt of the final ACK, the state change TIME _ WA IT. FIG 18--19 summarizes these state changes.
