Let IE 8 HTML5 browsers support the following elements (tags) so IE 8 and the browser supports CSS3 pseudo-class selectors allow IE 8 and the browser supports forms input [placeholder] html5shiv.js properties and effects respond.min.js and instructions.

Low specific IE browser version does not support the H5 tag because of what not to say. Too strenuous.

html5shiv.min.js / html5shiv.js distinction;

respond.min.js / respond.js   different.
