L. Who is the Champion

Title: Given a matrix of order N, $（i, j）$ digital representation of the game at the team $i$ scored Team $j$ how many balls. Both teams plus one point for each draw the winning party the winner plus three points, the loser no points nor points. Output champion team number. First Compare scores, scores the same number of words as the number of relatively wins, wins, then the output play-offs.
