Use DelegatingHandler realization of Web Api Api key check

When a client requests Web Api API key can be provided in two ways

client.BaseAddress = new Uri(url);
client.DefaultRequestHeaders.Accept.Clear();
client.DefaultRequestHeaders.Accept.Add(new MediaTypeWithQualityHeaderValue("application/json"));
client.DefaultRequestHeaders.Add("X-ApiKey","00000");

Write ApiKeyHandler
