Rider 2019.3.1 release, supports building .NET Core 3 project

Rider 2019.3.1 released. Rider is a cross-platform .NET IDE. 

This is an updated version of the hot, fixes the following issues:

• Even the latest Mono installed, you can also add in the implementation of the Linux NuGet tool window again, update, change, and other operations.
• Enabling Code Analysis Roslyn Analyzers no longer hangs in the solution.
• Import / export settings fixes.
• MSBuild bundled version has been updated to support the construction of .NET Core 3 project.
• Unity Support There are some fixes.
• Now scroll up faster in the database table view / editor with many columns.
