springboot use the idea jar packaging

1, if there is a local dependency jar package, put under / WEB-INF / lib, with the system type assigned to the pom

2, adding configure resources at the build tag pom, static resources, and local dependent jar package packaged together. (I used to write the webapp html and the like)

6, using the idea comes maven management package, the first clean, then install

7. Finally, if after the start, or discover Chinese garbage problem. Plus file.encoding property
