pip install -i http://pypi.douban.com/simple/ sphinx_rtd_theme --trusted-host pypi.douban.com

Into the source of the parent folder, such as

-b HTML Source Build-sphinx 01-Splash 
# source file Source Catalog 
# 01-splash output file directory
