I could not find Leonardo ML foundation set of services in the Service Market place CloudFoundry environment's.
solution:
Into the global Account-> Entitlements-> Subaccount Assignments, click Configure Entitlements:
Then click the Add Service Plans button:
All Categories from the list in the Service Catalog, select SAP Leonardo Machine Learning foundation:
After this Service will appear in the Service Assignments Lane:
Now, Service Marketplace where the account is finally able to see the SAP Leonardo Machine Learning Services.
