Open ArcToolBox toolbox in ArcCatalog or ArcMap.
In the toolbox, find tools to create an enterprise geodatabase, then click Data Management Tools → → Create geographic database management enterprise-level geographic database, as shown.
Double-click to open the tool to create an enterprise geodatabase, followed by fill in the required content. Click OK, wait for the database is created, you can see after the completion of SDE login name and the corresponding database created in SQL Server.
