GitLab 12.0.2, 11.11.4, 11.10.7 patch release

Gitlab has released a patch version, including 12.0.2, 11.11.4, 11.10.7, including GitLab Community Edition and Enterprise Edition.

This version fixes a number of Bug:

• Fix missing API notification flags for Microsoft Teams
• Do not rewrite relative links for system notes
• Fix label serialisation in issue and note hooks
• Gitlab::JsonCache#parse_value ensure string
• Fix notes email with group-level notification email
• Omit issues links in merge request entity API response
• Include the GitLab version in the cache key for Gitlab::JsonCache
• Prevent EE backport migrations from running if CE is not migrated
• Silence backup warnings when CRON=1 in use

• Add 60s and 5m values to the buckets used by prometheus to measure time
• Fix Fogbugz Importer not working
• Fix gl_dropdown scrolling to top on assignee click
